President Shavkat Mirziyoyev signed Fundamental reforms in the field of heat supply to residential and administrative buildings and increasing their energy efficiency Decree Wednesday.

The Decree has defined the key areas of development of the industry for the next five years - until 2030. In particular, the Decree has adopted unified national policies in the field of heat supply, manage the activities of enterprises through a specialized organization (Issiqliktaminoti) and use advanced international experience.

One of the key changes will be the construction of local boiler houses and implementing alternative heating technologies in apartment buildings (4 floors and above) that are not connected to the centralized heat supply. This should reduce gas consumption per apartment by 20%.

The reforms until 2030 also provide for:

  • updating 103 outdated boiler houses and about 1,600 km of heating networks;
  • modernizing heat supply in 9 cities under public-private partnership terms and in 13 cities and districts with the involvement of international financial institutions;
  • increasing the coverage of centralized heat supply from 37% to 58% and reducing losses in the system from 38% to 20%.
  • drafting and implementing a program for the installation of 8,681 individual heating points in apartment buildings and social institutions (480 in 2025), transferring centralized heat supply to a closed system;
  • launching pilot projects to improve the energy efficiency of individual and apartment buildings, buildings and structures of the social sphere, government agencies, industrial and private sectors;
  • stimulating the installation of energy-efficient and modern equipment (gas burner devices) in households, at social facilities and in government institutions that consume natural gas in large volumes;
  • creating an organization to coordinate projects to improve energy efficiency through the formation of a new market for energy services and increased energy conservation in the heat supply sector and other industries with the participation of the private sector, as well as ESCO mechanisms and innovative financial instruments.
