On December 27, President Shavkat Mirziyoyev signed a Measures to ensure equal conditions for doing business and fair competition Decree Thursday.
According to the Road map annexed to the Decree, the sizes of financial and administrative fines for irrational consumption of electricity will be revised, taking into account the concept of "irrational use for buildings' lighting " and the specifics of the types of activities of business entities.
Instead of disconnecting businesses from the power grid for debt, the Decree has ordered to provide for the possibility of its gradual repayment.
Uzenergoinspektsiya, the Business Ombudsperson and the Chamber of Commerce and Industry are to draft and submit a bill by March 2025.
In addition, it is planned to allow business entities to pay for electricity using corporate bank cards through mobile apps.
President also instructed to complete the integration of the Hududgaz Corporate software of the Hududgaztaminot with the my.soliq.uz program of the Tax Committee to ensure online oversight over the consumption of natural gas.
Additionally, it is planned to adopt sending of electronic invoices (EI) to wholesale consumers during the reporting month without errors and in full.
The ministries and companies in charge must submit to the Cabinet of Ministers a draft amendments to the Rules for the Use of Natural Gas.
As part of this:
- consumer shall be automatically notified (via voice call or SMS message) to make payment in the event of late payment for the gas supply.
- for failure to make payment made within one business day, gas supply shall be halted.
The Road map also plans to adopt a system of maintaining single personal accounts for corporate consumers throughout the country by issuing an internal order of the Khududgaztaminot company and ensuring its practical application in provincial branches.
