The president Mirziyoyev signed the Further measures to simplify the procedure for doing business and licensing and permitting Decree which is aimed at improving the Starting Business in 15 Minutes principle.
According to the decree, within the framework of this principle:
- businesses shall use each service voluntarily based on own choice;
- ability to pay for selected services through a QR code.
The following novelties will take effect from January 1, 2026:
- sole entrepreneurs (SE) are allowed to have a company name;
- when changes are made to primary data of businesses (for example, address, passport or other identification data), changes to this data shall be automatically and free of charge entered into the SE certificate, license, permit and notice.
From March 1, 2026, a number of new procedures will come into effect:
- when imposing fines on legal entities for violations in the field of licensing, permitting and notification procedures, the procedure for holding their officials to separate administrative liability shall be abolished;
- voluntary preliminary assessment service will be launched for businesses when obtaining licenses and permits nature in the License Information System. Through this service, businesses will be able to assess in advance the extent to which own application and documents comply with the requirements for obtaining a license or permit.
Reportedly, these interrelated reforms are aimed at making the licensing and permitting processes more transparent, efficient and convenient.
