The Tashkent city administration is proposing to set business hours at 8:00 a.m. to 5:00 p.m. for city and district administrations, city government entities, and their subordinate units. Officials note that the overall length of the working day would remain unchanged — employees would simply start and finish their shifts one hour earlier than at present.
According to the city administration, the business day at many social institutions, some government agencies, enterprises, and organizations currently begins at 8:00 a.m. Active city life picks up from that hour onward, as residents begin turning to government and municipal services. For that reason, officials argue it "makes sense" for the administration and its affiliated services to be ready to serve citizens starting at the same time.
Aligning work schedules, the statement adds, would also make it easier to coordinate issues that require input from multiple agencies.
Analysis from the Road Traffic Organization Center suggests that staggering the start of the workday would help ease the burden on the road network during the morning rush hour. If the new schedule is adopted, lunch breaks would be adjusted accordingly, helping distribute traffic flow and demand at public catering establishments more evenly throughout the day.
Before a final decision is made, the opinions of Tashkent residents are being gathered. If the survey shows public support for the proposal, the city administration will submit it for formal coordination with trade union organizations, in accordance with established procedure.
The results of the survey will be tallied on August 28.
