Shavkat Mirziyoyev approved a proposal on Tuesday to increase the baseline electricity consumption quota from 200 to 350 kWh per month during the heating season for non-gasified territories and areas lacking gas supply. The decision was announced by the Presidential Press Service following an October 6 meeting focused on winter social support initiatives.
The measures aim to shield vulnerable populations from rising utility costs during the autumn and winter periods. Under the approved framework, the reimbursement of a portion of expenses for electricity and gas consumed above the baseline quota will be extended until April 1, 2028, a policy expected to impact 470,000 families annually. Furthermore, officials proposed raising the per capita household income eligibility threshold to 1.43 million soums for utility reimbursements targeting low-income families outside the Unified Social Registry, extending coverage to an additional 166,000 families.
The government is also considering a one-time financial aid package for low-income families in December. "The president instructed the government to allocate the assistance funds in a timely manner and ensure they reach the low-income families," the press service stated. Directives were also issued to modernize housing infrastructure, including insulating 3,000 homes in neighborhoods facing difficult conditions and outfitting them with energy-saving hardware.
The social support deployment is paired with structural utility adjustments. Shavkat Mirziyoyev concluded the session by issuing directives to state authorities to improve overall management efficiency at energy enterprises, eliminate redundant expenditures, and minimize distribution losses across utility networks.
