Ministry of Construction and Housing and Utilities has published a draft government resolution proposing annual increases in district heating tariffs from 2028, linked to inflation.

Tariffs would be indexed once a year, on May 1, by the annual inflation rate but by no more than 10%, based on proposals from the ministry and the Ministry of Economy and Finance.

The draft also provides for a separate increase in heating and hot water tariffs from November 1, 2026. In Tashkent, the cost of these services is proposed to rise by about 30%.

Heating companies would have two months to revise heat consumption norms. If the norms fall, tariffs would be cut at the same time for all household consumers in the area. If they rise, tariffs would stay unchanged until the next review.

Within one month, the ministry and other agencies must draw up a programme to cut the cost of heat energy by up to 15%. A full technical audit of heating systems is planned by the end of 2027, followed by a modernisation programme for approval by the Cabinet of Ministers.

The draft also changes governance at JSC Issiqlikta’minoti. Independent members would make up 75% of its supervisory board within a month, two foreign specialists would be hired by the end of 2026, and performance targets would require a 25% cut in network losses in 2027.

A presidential resolution of March 11, 2025 provides for bringing reduced household heating tariffs to cost level by 2030. Since 2026, electricity and gas tariffs have been raised annually on May 1 in line with inflation, capped at 10%.
