Tashkent will create micro-forests in mahallas, between apartment blocks and on school and kindergarten grounds, under an Oct 19 decision by Tashkent Mayor Shavkat Umurzakov.
On plots of 200 to 1,000 square meters, the decision calls for dense, multi-layered planting of at least two saplings per square meter. Where land is unavailable or paved, small public gardens will be built using large containers for trees and shrubs.
District administrations and sponsors must install the containers, the Forestry Agency must supply saplings, and mahallas must organize planting and care with residents.
The land may not be transferred to individuals or legal entities or used for construction, and public access may not be restricted. From Jan. 1, 2027, plots will be allocated to citizens and companies on a contract basis through the Yashil Lot (“Green Lot”) system.
Districts must draw up green programs by Nov. 1, 2026, and annually by March 1 from 2027. The programs, to be approved by district councils of people’s deputies, must list projects with funding, deadlines, responsible officials and expected results.
The autumn planting season will begin on Nov. 10, 2026. A “Tree Balance” module for tracking trees by location, species, age and condition is to be deployed on the Yashil Makon (Green Area) platform by January 2028.
The decision also orders a cleanup of irrigation ditches, canals and streets under a two-month cleanliness campaign declared from Oct. 1.
