The Constitutional Court will deploy an information system allowing citizens and companies to file appeals online and take part in proceedings by video link and mobile app. The court has also been required to broadcast its sessions online. Under a revised Constitutional Court Law signed by President Shavkat Mirziyoyev on Oct. 14, the relevant provisions take effect on Jan. 1, 2028.

More than a year has been set aside to create and launch an electronic system that will allow cases to be handled entirely online. The law’s other clauses took effect on publication, that is, on Oct. 14.

Proceedings at the court may now be conducted in electronic as well as written form, and such documents will carry equal legal force.

If claims fall outside its jurisdiction, the court may refer appeals to other bodies or decline to consider them. Applications from individuals and organizations will be given a preliminary review of no more than 15 days.

The revised law sets out the procedure for preparing cases for consideration, from identifying the parties to bringing in specialists and experts. Preparations must take no more than 20 days from the date the court receives an appeal. The court must then decide within 10 days whether to schedule a hearing and notify all interested citizens at least five days before it begins. The date, place and time of the session must be published on the court’s official website.

The law sets a maximum of five days from adoption for sending the court’s decisions to the parties.

If a case concerns a Supreme Court request for a ruling on whether a regulatory act applied in another proceeding complies with the Constitution, that proceeding is suspended until the Constitutional Court rules. In such cases, the court has one month to issue its decision.

The court is also required to compile an annual report on the state of constitutional legality, based on the cases it considered during the period. The report must be sent to the president and to both chambers of the Oliy Majlis.

The law contains other key provisions. Constitutional Court judges are elected for 10-year terms. The court consists of a chair, a deputy chair and nine judges. Its decisions and opinions take effect on the day of official publication.

The revised law replaces the version approved in 2021. The rules governing the court are being updated for the third time in the past decade and the fifth time since independence was declared.
