Husan Asadov, chief of the Tashkent District Medical Association, has appointed his wife, Gulnora Asadova, as head of the Interdistrict Perinatal Center, according to an order he issued.
The order shows that Asadova was hired effective Oct. 12. It cites Articles 122 and 127 of the Labor Code and her employment contract as the legal basis.
The press service of the Anti-Corruption Agency commented on the case, saying an official inquiry has been ordered into the appointment.
The Tashkent Province Health Department said it has also placed the matter under its oversight.
The relevant bodies are currently reviewing the case. Article 121 of the Labor Code restricts close relatives from working in direct subordination to, or under the supervision of, one another. Particular attention is paid to ensuring that personnel appointments are lawful and transparent and that conflicts of interest are avoided. Measures will be taken in line with the procedure set out in law once the review is complete, the department said in a statement.
It remains unclear why the Compliance Control Service of the Tashkent Province Health Department took no notice of the appointment.
Other candidates also applied for the post of head of the Interdistrict Perinatal Center. One of them told Daryo that three doctors who submitted applications were put under pressure.
“I put forward my candidacy for head of the perinatal center through the ARGOS platform. After that, I got a phone call telling me to withdraw it. I refused. Later, the platform’s requirements were changed to add a condition that applicants must have done research or hold an academic degree. As a result, our candidates were automatically knocked out of the competition,” the candidate said.
