The Anti-Corruption Agency has developed a draft bill on income declaration, which is currently being coordinated with the relevant authorities, the Deputy director Umida Tukhtasheva announced at a press conference on January 7.

Another officer of the agency, Utkirbek Nomozboev elaborated on the list of officials who were proposed to be subjected to income declaration.

“The draft bill covers officials of all levels. The Cabinet of Ministers, the Presidential Administration, governor’s offices, republican organizations, courts, prosecutors, all of them, according to the draft, will have to declare income. This includes all officials from the lowest to the highest echelons, including the president, the prime minister,” he said.

Umida Tukhtasheva added that she was unable to name the date of the adoption of the law, the process should be accelerated after receiving the conclusions of the relevant authorities. This could happen as early as 2021.

Back in September 2017, it was planned to adopt a law on the civil service, providing for the declaration of income of officials.

In October 2019, a draft presidential decree was published, which proposed starting a phased implementation of a system for declaring property, income and expenses of certain categories of civil servants from January 1, 2020. It mentioned certain officials of the Presidential Administration, the Legislative Chamber and the Senate, as well as the Executive Office of the Cabinet of Ministers.

The State Civil Service Bill was announced in May 2020, which implied the annual declaration of income, property and large expenses of civil servants. The document noted that the law will not apply to the president, deputies and members of the Senate, the Central Election Commission, the Ombudsman, deputies of the Jokargy Kenes of Karakalpakstan and representative state bodies in the field, as well as judges.

At the end of December, the Anti-Corruption Agency announced the development, with the participation of international organizations, of the National Anti-Corruption Strategy for 2021-2025. One of her points will be the mandatory declaration of property by civil servants.
