On March 23, the President Shavkat Mirziyoyev signed the Additional measures to further facilitate for individuals and business entities when using government services, and to reduce bureaucratic barriers in this area Decree.

According to the Decree, starting from June 1, 2021:

  • registration of acts of civil status, medical examination of marrying persons, and issuance of an international biometric passport shall be carried out on an extraterritorial basis, regardless of the place of permanent (temporary) registration of citizens;
  • when carrying out notarial actions, all information related to the registration of acts of civil status shall be obtained by notary offices, without requiring citizens to provide documents, through Unified Electronic Archive Of Registry Office;
  • legal entities - businesses, when paying fees and state duties established for use of government services, shall be allowed to pay in cash through their representatives;
  • the procedure of requesting a certificate of absence of HIV infection when accrediting employees of representative offices of foreign commercial organizations in Uzbekistan shall be canceled;
  • the amounts of payments overpaid by individuals and legal entities when using services through the centers of public services, as well as the amounts of fees additionally paid for the provision of public services in an expedited manner (in case of failure to provide services in an expedited manner) are returned in a simplified manner at the expense of the extra-budgetary fund of the State Agency services within one business day. In this case, the returned funds are collected by the agency from the relevant state bodies and organizations in a recourse procedure;
  • the procedure for providing duplicate documents issued after a QR code is provided will be canceled. These documents may be received in electronic form free of charge and in unlimited quantities through the Unified Portal of Interactive Government Services (UPIGS).

From June 1, the state institutions, economic associations, governor’s and mayors’ offices and other state bodies are prohibited from demanding from individuals:

a) documents confirming the following information:

  • record from neuropsychiatric dispensary;
  • record from narcological dispensary;
  • criminal record;
  • address and references;
  • presence of house owned by individual;
  • the surface of residence premises;
  • the presence or absence of tax arrears;
  • taxpayer’s code;
  • size of pension, allowances and benefits;
  • being or not being registered in the list of recipients of pensions and benefits;
  • marital status record;

b) the following:

  • copies of ID;
  • photographs;
  • certificates of medical and social expert commissions;
  • work books and their copies (with the exception of cases of reclamation in the process of assigning a pension to citizens in the absence of the possibility of obtaining this document through the interdepartmental hardware and software complex "Unified National Labor System");
  • archival certificates confirming wages and work experience, studies at higher and secondary specialized educational institutions (except for cases of assigning a pension to citizens in the absence of the possibility of obtaining this document through the Unified National Labor System");
  • cadastral documents and their copies.

When hiring and performing other administrative procedures, government agencies and organizations will on their own request documents and certificates from the departments, including through the interdepartmental integration platform of the Electronic Government system. Demanding documents or certificates from individuals is deemed a violation of the law.

From May 1, it is possible to file an application for an international biometric passport and pay the state fee in electronic form through the UPIGS.

From June 1, a system will be introduced for issuing ID-cards to persons who have reached 16, and their registration at the state tax authorities as taxpayers, as well as in the accumulative pension system.

From July 1, the transition to recording of taxpayers in tax authorities using the personal identification number of an individual (PINI) will begin. At the same time, the provision of state services for the issuance of a taxpayer identification number and the registration of citizens in the pension accumulation system will be canceled.

The document establishes that PINI will become a single identifier that certifies the identity of a citizen for provision of all state, banking, social and other services.
