President Shavkat Mirziyoyev signed a decree on September 10 approving the National Statistics Development Strategy 2030, rolling out an extensive framework to maximize the utility of upcoming population and agricultural census datasets.

Under the newly ratified strategy, the National Statistics Committee is mandated to construct a comprehensive statistical population register by the end of 2027 using raw data derived from nationwide census operations. Once functional, the system will modernize how the country tracks demographic changes, deploying a standardized mechanism to calculate population metrics and consistently publish official demographic updates.

To achieve this, government databases containing citizen profiles will undergo full alignment. These state records will be directly integrated into the centralized statistical register to ensure continuous data synchronization.

Prior to its deployment, the register must undergo rigid compliance auditing by the Cyber Security Center to verify its resilience against data breaches. The system will only go live after securing official authorization from cyber experts, followed by continuous, long-term security monitoring of the platform.

Access to the statistical population register will be strictly compartmentalized. Only authorized statistical personnel will be permitted to access the platform exclusively to generate aggregate, high-level data summaries.

Conversely, utilizing the register to access individual personal data remains strictly forbidden for state agencies, corporate entities, and private citizens alike. The decree further mandates the creation of a parallel agricultural statistical register, which will similarly receive real-time operational updates to maintain data integrity.
