Foreigners and stateless persons who live in Uzbekistan will be issued ID-cards. This is provided for by the Legal status of foreign citizens and stateless persons in the Republic of Uzbekistan Law.

According to the document, an identification card (ID-card) is issued to:

  • foreign citizens or stateless persons permanently residing in the territory of the Republic of Uzbekistan - upon reaching the age of sixteen or at the discretion of their parents, guardians (trustees) - from the moment of the birth of the child until he reaches the age of sixteen;
  • persons who have received a permit for permanent residence in Uzbekistan, including persons who entered the territory of the Republic of Uzbekistan, whose citizenship of Uzbekistan has been terminated in accordance with the Citizenship of the Republic of Uzbekistan Law;
  • persons permanently residing in Uzbekistan, but who have not acquired the citizenship of Uzbekistan or whose citizenship of Uzbekistan has been terminated in accordance with the Citizenship of the Republic of Uzbekistan Law;
  • foreign citizens who bought real estate in Uzbekistan in the manner prescribed by law;
  • foreign citizens or stateless persons, including the founders (participants) of enterprises with foreign investments, who have made investments in enterprises producing goods and providing services in Uzbekistan, as well as their family members on the conditions stipulated by the decisions of the President;
  • foreign citizens or stateless persons who have been granted political asylum in the Republic of Uzbekistan, on the basis of a certificate of granting political asylum.

The identification card is issued for the following validity periods:

  • newborns under the age of one year - for two years;
  • persons aged from one to sixteen years - for five years;
  • persons aged from sixteen to sixty years - for five years;
  • persons over sixty years of age - for ten years.

Citizens of foreign states permanently registered in the Republic of Uzbekistan are issued an ID for a period not exceeding the validity period of their national passports.

Foreign citizens and stateless persons, as well as members of their families, provided for in paragraph 6 of Article 9 of the above law, are issued an ID for a period of ten years, but not exceeding the validity of their travel documents.

The ID-card is canceled in the following cases:

  • departure of a foreign citizen or stateless person abroad for permanent residence in the manner prescribed by law;
  • temporary departure of foreign citizens outside the Republic of Uzbekistan, if they have not returned to their place of permanent residence in Uzbekistan without good reason after three years;
  • non-return of a stateless person who temporarily left the Republic of Uzbekistan to the place of permanent residence in Uzbekistan without good reason before the expiration of the travel document, failure to exchange abroad or refusal to exchange the travel document without good reason. Good reasons are illness, absence of a consular office in the host country and other reasons beyond the control of the citizen;
  • personal appeal of a foreign citizen or stateless person, or an appeal of another person under a notarized power of attorney or at the request of the relevant authorities abroad to cancel the identification card;
  • administrative expulsion from the Republic of Uzbekistan of a foreign citizen or stateless person;
  • declaring a foreign citizen or stateless person missing on the basis of a court decision;
  • death of a foreign citizen or stateless person - on the basis of a certificate or certificate from a civil registry office about the death of a person;
  • adoption of citizenship of the Republic of Uzbekistan by a foreign citizen and stateless person permanently residing in the territory of the country;
  • failure of a foreign citizen to exchange his national passport within six months after its expiration or failure to provide a certificate of renunciation of the citizenship of his country;
  • receipt by foreign citizens and stateless persons of a permanent residence permit on the basis of a petition from the heads of state administration bodies, business associations, other state organizations of republican significance - on the basis of notification of these bodies and organizations;
  • submission by a person of false information about himself or his relatives, as well as falsified and forged documents upon receipt of an identification card.
