A number of regulatory changes and other novelties will take effect in Uzbekistan on August 1. The minimum wage and the basic calculation unit will rise:

The minimum wage will increase from 1.155 million to 1.271 million soums, the basic calculation value (BCU) used to determine fees, fines, duties and other fixed payments - from 375 thousand to 412 thousand soums.

From the same date, salaries of employees of budget-financed organizations and student stipends will rise by 10%.

Salaries of employees of governor and mayor offices will rise

From August 1, salaries will be increased in all provincial and district governor and mayor offices of Uzbekistan, and additional payments and bonuses will be introduced. "Measures will be taken against employees who fail to cope with the responsibilities assigned to them," the president said.

Payment for power will be linked to waste collection payments

Starting from the beginning of next month, a temporary ban on electricity payments for those who owe money for household waste removal will come into effect. The restriction does not apply to old debts.

After receiving an SMS notification from the short number 2100, subscribers will have five days to pay off the bill. Failure to pay on time, subscribers will be temporarily blocked from paying for electricity. The restriction will be lifted automatically after full payment for waste removal services.

Some families will be compensated for part of private kindergartens fees

Starting from August 1, a procedure for partial reimbursement from the state budget of parental fees for sending children from certain categories of families to private kindergartens will be introduced.

Compensation may be in the amount of 40% of the fee. They will be allocated based on the number of children from families of certain categories attending kindergarten.

Sanitary norms will be introduced instead of technical regulations for food items

Technical regulations and standards for food products are no longer binding. Instead, sanitary rules, norms and hygienic standards developed by the Committee for Sanitary and Epidemiological Welfare and Public Health and agreed upon with relevant departments will be in effect.

Reserving jobs for people with disabilities 

A system for reserving jobs for people with disabilities will be introduced in the Interdepartmental hardware and Unified National Labor System software.

In this case, organizations shall reserve jobs using data from an electronic registry based on the physical condition and capabilities, as well as the qualification level of people with disabilities at their location.

Businesses will be granted benefits when importing livestock from Mongolia

From August 1, 2025 to December 31, 2027, when importing small cattle from Mongolia, business entities will be granted the following benefits:

  • 50% compensation for transportation costs when delivering livestock by air at the expense of the state budget;
  • deferral of payment of VAT without paying security and interest;
  • allocation of credit funds from international financial institutions for a period of 5 years, including a 2-year grace period, at a rate of 10% per annum (of which the bank margin is 3%);
  • for loans, it will be sufficient to provide collateral in the amount of up to 50% using the insurance mechanism.

Physical education will become part of a business day in government bodies

Physical education and physical activity events will be held in government bodies and organizations at a certain time of each working day. Sports promoters will regularly determine the body mass index of employees.

Furniture technologists will be reimbursed 50% of the costs of foreign professional certificates

Starting from next month, a procedure for reimbursing 50% of the costs of obtaining specialized qualification certificates from reputable organizations in developed foreign countries for domestic furniture technologists at the expense of the Trade Promotion Fund will be adopted.

Licenses for working with explosives will be issued only with the approval of the Ministry of Emergency Situations

Licenses for activities related to the development, production, transportation, storage and sale of explosives and toxic substances, materials and products using them, as well as blasting equipment will be issued only with the approval of the Ministry of Emergency Situations.

Meanwhile, the need for approval from the Committee for Industrial, Radiation and Nuclear Safety under the Cabinet of Ministers will be scrapped.
