From 2026–2028, new procedures will be gradually implemented in public procurement aimed at supporting local manufacturers, expanding participation of SMEs, and improving procurement skills of corporate customers.
From January 1, 2027, in order to expand the participation of SMEs in public procurement, item procurement shall be divided into separate lots by technological chains, functional stages, and types of work will be implemented.
The procedures will stipulate that if corporate customers do not have specialists with a “professional buyer” certificate, they will be prohibited from participating in public procurement from January 1, 2028.
Furthermore, from July 1, 2026, intermediary brokers and (or) dealers shall be given the right to sell products manufactured by them in public procurement by entering into contracts with manufacturers.
From April 1, 2026, when local manufacturers participate in state procurements of budget customers along with alien suppliers, the following price preferences shall be applied to local manufacturers in relation to the lowest price of imported goods offered:
- If 3 or more local manufacturers participate - 15 percent;
- If 2 local manufacturers participate - 12 percent;
- If 1 local manufacturer participates - 8 percent.
