MPs of the Legislative Chamber have passed, in its second reading, a bill aimed at improving labor relations. Reportedly, the document is designed to simplify the process of formalizing labor relations, cut through excessive bureaucratic red tape, and provide more reliable protection for employees' rights.
The Legislative Chamber notes that the bill spells out the procedure for paying monetary compensation for each day of delay whenever an employer fails to meet the wage payment deadline. However, the announcement offers no details on exactly how this would work.
Uzbek laws currently set no single, automatically applied daily penalty rate for delayed wages. Instead, compensation is determined case by case, based on the Labor Code, collective agreements, employment contracts, or other internal company documents.
It should also be noted that the list of documents required to hire an employee is being shortened. Under the proposed procedure, hiring a citizen would mainly require just their personal identification number. Those liable for military service, along with conscripts, would additionally need to present a military ID or a certificate confirming their military registration.
At the same time, the bill places emphasis on digitalizing labor relations. Documents verified through an electronic digital signature or biometric identification (Face ID) would now carry the same legal weight as those signed by hand.
The bill also includes provisions to combat pressure and violence in the workplace, setting out measures to prohibit and prevent such conduct and to protect employees who fall victim to it.
The bill has now been passed by deputies and forwarded to the Senate. Before it can take effect, it must still be approved by the Senate and signed by the President.
