President Shavkat Mirziyoyev signed decree Monday creating the Ministry of Construction in place of the Committee for Architecture and Construction.
The decree notes "a number of systemic problems in the public administration of the construction sphere, impeding introduction of modern urban development methods, norms and rules, for development of competition, entry into the market of new actors with innovations, developments and technologies."
Among such problems are the lack of a comprehensive analysis of urban development trends, inadequate accompanying of construction and reconstruction processes, as well as control over the quality of work, low transparency and slow public services in urban development.
"The lack of general plans in most settled areas has a negative impact on the complex development of territories, locating of production and infrastructure facilities, development of entrepreneurship and business activity, and also causes unprocessed decisions in the construction process," the document stresses.
Legal documents in the field of technical regulation are significantly outdated and do not take into account innovative methods of architectural and construction work, use of energy-efficient and energy-saving technologies, the decree underlines.
Inefficient use of public funds, inadequate application of public-private partnership, ineffective system of personnel training and low level of pay are also noted.
Fund for Support of the Ministry of Construction has been set up In place of the Fund for Development and Pay and the Fund for Support of Educational Institutions under the abolished Committee.
Among the main tasks of the new ministry are implementing of energy-efficient innovative projects and solutions in the construction, development and approval of the general settlement scheme in the territory of Uzbekistan, layouts of the territories of Karakalpakstan, provinces, districts, cities, master plans for settlements and other urban planning documentation, and monitoring of their implementation.
Within two weeks, a simplified mechanism for licensing certain types of activities in the construction sector should be approved.
Some state functions of technical supervision in construction are planned to be handed to the private sector through introducing of an accreditation mechanism, including ensuring the independence of the accreditation body and determining the procedure for assessing the compliance of subjects with qualification requirements.
