The Cabinet of Ministers has approved a regulation on procedure for formation and keeping up a register of importers of certain types of goods of international brands.
The register, based on the conclusion of the Council for Tariff and Non-Tariff Regulation, will include importers who have entered into direct contracts with brand owners or their authorized suppliers (official distributors, dealers, sales representatives of manufacturers and their distributors, licensees).
The Ministry of Investment, Industry and Trade will be in charge of keeping the registry. The registry was planned to be launched from December 1, 2022. The included companies will get reduction in customs duties on imports of 55 types of goods, including household chemicals (perfume, cosmetics, soap), travel bags, suitcases, clothing and footwear, bijouterie and jewelry, glasses (list).
To be included in the registry, the applicant must meet certain requirements. In particular, it must be registered in Uzbekistan as a legal entity or individual entrepreneur and own (or rent) outlets in the country. You must submit the following documents (the application will be considered within 20 working days):
- documents confirming the status of the brand owner or authorized supplier;
- contract entered into directly with brands or their authorized suppliers for the import of goods into Uzbekistan;
- certificate of quality or safety of goods or declaration of conformity;
- documents on the country of origin and manufacturer;
- information about product according to the HS code;
- information about presence of trading points;
- information about presence of a brand website and a number of other data.
The certificate of inclusion of the company in the registry, signed by the Deputy Minister of Investment, Industry and Trade, will be valid for one year.
The fee for consideration of the application will be 0.8% of the amount of each import contract, and under additional agreements - of the amount of the additional agreement. VAT on this amount is charged separately.
Reissuing a certificate will cost 5 basic settlement units (BSU- 300 thousand soums).
