The Ministry of Employment and Labor Relations hosted a "round table" to discuss the Civil Service Draft Bill Wednesday.
The round table was attended by representatives of the Academy of Public Administration under the President, the Ministry for IT and Communications Development, the Ministry of Justice, the Federation of Trade Unions of Uzbekistan, and the Chamber of Commerce and Industry.
The bill in most of it was prepared by the Employment Ministry within the framework of the Uzbekistan's Development Strategy for 2017-2021.
The Employment Minister Aziz Abdukhakimov noted that the bill is being prepared taking into account international best practices, and in addition to the basic concepts, it is proposed that the draft will include a number of novelties.
He said that the meritocracy principle - the principle of management, according to which power should be vested based on ability and talent, regardless of social origin and financial prosperity, will be introduced in the draft.
The bill is intended to regulate the legal status of civil servants, basic principles of organization and operation of civil service system, formation of staff of civil servants, competitive recruitment, dismissal from service, mechanisms for material and non-material incentive, including social allowances and pensions for civil servants, as well as issues of official ethics and countering corruption.
The significance of drafting the bill is emphasized by the fact that it will concern employees of 11 ministries, 7 state committees, 6 agencies, 3 committees under the Cabinet of Ministers, 6 Centers, 7 state inspectorates, as well as local government bodies. Minister Abdukhakimov noted that the law will cover more than 280 thousand civil servants.
The attendees noted that the draft bill should include the key performance indicators (KPI) of civil servants, and discussed the issues of promotion and social protection of civil servants, their recruitment and transfer to another position.
It also noted that the document foresees to create the Agency for Civil Service Affairs. The agency will hold competitions and hire civil servants, develop regulatory and legal acts, proposals for improving the pay system and social protection of civil servants. The agency will develop systems for assessing the effectiveness of civil servants together with government agencies.
Soon the draft law will be published for public consultation. By the end of September 2017, the document will be submitted to the Cabinet of Ministers.
