Several nationals and companies of Uzbekistan were included in the Ukrainian sanctions list. President Vladimir Zelensky, by his November 23 decree, approved the sanctions of the National Security and Defense Council of Ukraine.

The list includes 93 companies that are registered in Russia, the UAE, Belarus, and Uzbekistan.

Among them is the Akhangarantsement cement plant and its owner Akkermann Cement CA. Sanctions have also been imposed against the Russian Ackermann Cement, which is part of the USM holding of the billionaire Alisher Usmanov.

Other companies added to the list: MegaFon, Metalloinvest, USM Telecom, USM Cement, USM Gold, USM Urban Mining, USM Markirovka, Digital Invest, Metalloinvest Trading AG, Hamriyah Steel FZC steel rolling plant from the UAE (part Metalloinvest).

Meanwhile, the cosmetics manufacturer Faberlic, the confectionery factories Rot Front, Red October and Babaevsky were also included in the sanctions list.

Sanctions were also imposed against Alisher Usmanov’s niece Nasiba Narzieva and her husband Shokhrukh Nasirkhodjaev, who, as previously reported, is the general director of Hamriyah Steel. Both of them are citizens of Uzbekistan.

Ukrainian sanctions are imposed for 3, 5 and 10 years, providing for the blocking of assets, cancellation of licenses, a ban on transit and trade operations on the territory of Ukraine, the withdrawal of capital abroad, for privatization, and the purchase of land.

In an evening address, the President of Ukraine said that sanctions had been imposed against individuals who “work for Russian aggression or help them.” These are also Russian subjects associated with critical infrastructure. Zelensky added that soon “there would be more sanctions.” “Every last name, every company name is a specific fault for the fact that Russian terror continues,” said Vladimir Zelensky.

In April, the United States imposed sanctions against the USM holding of Alisher Usmanov and related companies. Among them is Akhangarantsement, a Digital Invest company that owns a stake in Digital Holding, which manages the mobile operator Ucell and the operator of the labeling system in Uzbekistan. At the same time, the US Treasury made an exception and issued a perpetual license for any transactions, including the sale of American goods and technologies, in favor of MegaFon or Digital Invest, if these transactions are aimed at providing telecommunications services in Uzbekistan or Tajikistan. Citizens and natives of Uzbekistan were also subject to sanctions.

Governor of the Central Bank of Uzbekistan Mamarizo Nurmuratov previously said that a working group led by Deputy Prime Minister Jamshid Khojaev was working to lift sanctions against Akhangarantsement and its owner.
