The Interior Ministry Uzbekistan posted for public discussion a draft amendment to the Administrative Offences Code, which provides for harsher penalties for certain traffic violations Monday.
According to the Ministry, last year drivers committed 24 million traffic violations, of which 81% were serious violations - driving into the oncoming lane, driving on red light and significantly exceeding the speed limit.
Analysis found the speeding to be the most common type of violation:
- 78,753 cases of driving into the oncoming lane;
- 1,156,763 - driving through a red light;
- 13,550,014 - speeding.
In H1 of 2025, the statistics for these three types of violations look like this:
- 48,141 cases of driving into the oncoming lane;
- 561,088 - driving through a red light;
- 6,363,034 — speeding.
Speeding is also directly related to the serious consequences of road accidents. In the first half of last year, there were 3,366 accidents with casualties, 922 people died. In the first six months of this year, 3,286 accidents were registered, 894 people died.
According to the Ministry, a dangerous trend is gaining popularity on social networks, when drivers, including famous people, say: "I paid the fine - I can drive as I want." In addition, an increase in the number of cases is recorded when drivers ignore driving culture and show disrespect for other road users. In this regard, it is planned to amend the rules and legislation.
According to the draft, if a driver commits the following violations 10 times within one month, he may be additionally deprived of the right to drive vehicles for a period of six months for the last of them:
- speeding by more than 40 km/h, but not more than 60 km/h (part 3 of article 128-3 of the Administrative Code);
- speeding by more than 60 km/h (part 4 of article 128-3 of the Administrative Code);
- driving through a red light or a prohibiting gesture of a traffic controller (part 2 of article 128-4 of the Administrative Code);
- driving in violation of traffic rules to the side of the road or a lane intended for oncoming traffic, as well as committing an offense that resulted in the creation of an emergency situation, that is, forcing other road users to abruptly change speed, direction of travel, or take other measures to ensure their own safety or the safety of other citizens (part 2 of article 128-5).
Furthermore, the amendments have proposed a separate penalty for exceeding the speed limit by more than 100 km/h: deprivation of the right to drive vehicles for six months and a fine of 20 basic calculation units (8.24 million soums).
The amendments also provide for a limitation on the right to a discount for fines: during the year, the benefit will not apply to drivers who drove through a red light twice in a month or drove into the oncoming lane (creating an emergency situation), as well as those who exceeded the speed limit by more than 40 km/h five times, but not more than 60 km/h, as well as more than 60 km/h.
