A number of changes in regulations and other novelties will take effect on December 1. Online Seismological Platform to be Launched

It will include:

  • general seismic and detailed zoning maps, classifying the country's territories by seismic hazard level based on scientific analysis;
  • microzonation maps of district and city centers in macroseismic intensity;
  • maps of active tectonic faults within the country.

Online seismological platform will be integrated with the Transparent Construction national information system. New buildings and structures planned for construction in seismically active zones will be designed taking into account the indicators on this platform.

Electronic prescriptions for medications will be issued starting December 10th in Tashkent and 15 districts. This system will cover all medical institutions and pharmacies before 2027. Doctors will prescribe medications by international nonproprietary names, including dosage and directions for use.

Registrar's offices will no longer require paper medical examination results for formalizing marriages or a court decision for divorces.

Thanks to implementing of interdepartmental information exchange, registry offices will no longer require medical examination results from people getting married, and court decision for divorces.

From the same date, the requirement for conscripts and military personnel to submit information to defense bodies about changes in their place of residence, place of study, place of work, and position will be lifted.

Vehicle registration certificate will no longer include the owner's address.

Notaries to no longer demand original prenuptial agreements

Notaries will no longer demand original prenuptial agreements, introducing a mandatory procedure for uploading copies to the automated Notary information system.

Furthermore, the procedure for storing audio and video footages of notarial acts on electronic media will be abolished. This will allow for the direct attachment of audio and video recordings to notarial acts and their storage in the Notary system.

Consumer - business - NGO - government bodies system to be launched

A consumer - business - NGO - government bodies system will be implemented to improve the efficiency of processing citizen complaints. The Consumer Complaint information system will be operated by the Competition Committee. Consumers will be able to file complaints and track their status, while government bodies and businesses will be able to view all stages of the monitoring process. It will be integrated with the Tax Committee's information system. This will allow entrepreneurs to be automatically notified of received complaints related to their activities.

Platform for analyzing regulations to be launched

A platform for analyzing regulations for citizens, lawyers, attorneys, and judges will be launched.

The Ministry of Ecology's database will be made publicly available.

Starting in early December, the Ministry of Ecology will provide open access to the state environmental monitoring database and will publish information on:

  • trees and saplings planted as part of the Yashil Makon project (addresses, in-charge persons, and species);
  • tree and shrub cutting applications, as well as public hearings held;
  • violators of the moratorium on non-metallic mining;
  • results of public hearings on environmental issues and strategic environmental assessments of facilities;
  • identified violations of the law and measures taken to correct them;
  • solid waste disposal facilities (manager information, phone numbers, and waste disposal schedules);
  • about waste processing and incineration facilities for alternative energy production (name, type of activity, contact information, and raw material collection points).

Sale of AI-80 gasoline to be prohibited

Strict oversight will be implemented to prevent the sale of AI-80 gasoline at gas stations. Its production ceased on October 1.

Business Development Company will begin issuing guarantees and sureties:

  • to large enterprises — up to 10 billion soums (no more than 50% of loan/lease size);
  • for large-scale green and production projects — according to the decision of the supervisory board;
  • to businesses with a good credit history — with a 1.5-fold increase in the guarantee size;
  • to cover the shortfall in collateral.

Separate joint-stock company will be created—an organization for providing guarantees, to which the corresponding functions of the company will be transferred.

Tashkent’s Eski Juva and Mirabad markets to switch to electronic payments

The Eski Juva and Mirabad markets in Tashkent will accept the following payments electronically: one-time fees, equipment rental fees, rental fees for provided services, rental fees for buildings and structures, and payments for public facility maintenance services.

Module for simplified cargo clearance to be launched

Tolling Operations module will be launched, providing the ability to process cargo customs declarations using a simplified procedure for both on- and off-trade processing.

Private forensic experts to be allowed to operate independently

Private forensic experts to be granted the right to operate independently as forensic bureaus.

Agroportal to launch agricultural land sublease service

Agroportal is introducing a service for subleasing agricultural land:

  • Determining lands available for sublease, concluding lease agreements, state registration, and making payments;
  • Preparing documents for obtaining loans for growing produce on subleased land.

Electronic platform for pasture management launches

E-Yaylov electronic platform, designed for efficient pasture management, will be launched in December.

The platform will be integrated with the automated information systems of the Ministry of Agriculture, the Ministry of Ecology, the Ministry of Mining and Geology, the Cadastre Agency, Ujydromet, and the Uzbekcosmos Agency, allowing for the unification of data on pasture land plots.

Training for tourism workers

Tourism workers will undergo contractual retraining and professional development at the Samarkand campus of the International Academy of Tourism.

Each year, 100 talented specialists from World Tourism Organization member states will receive special grants to study in the Academy's retraining and advanced training programs.
