According to the president’s Additional measures to expand non-cash payments and reduce the share of the shadow economy Decree signed earlier, starting January 1, 2026, companies will accept electronic payments via a single QR code generated by banks. This requirement will become mandatory starting July 1, 2026, and the absence of a QR code shall be deemed a violation of trade regulations.
Also, starting in 2026, certificates of conformity and environmental certificates for similar goods will be issued once per foreign trade contract valid for up to one year.
The Central Bank previously announced that it would test a universal QR code for cashless payments in December, replacing separate QR codes for different payment apps. Last year, the volume of payments processed via QR codes increased by almost 31%, and the number of transactions increased by 2.3 times.
The Central Bank cited the advantages of QR code payments as no need to install POS terminals, which reduces business costs, and the automatic accrual of tax cashback thanks to the integration.
