The Cabinet of Ministers issues Resolution launching the Electronic Prescription DMED system. Starting December 10, 2025, a pilot Electronic Prescription scheme will be implemented in Tashkent city, as well as in 15 cities and districts across the country. All medical institutions and pharmacies are planned to be connected by the end of 2026, with a full transition to the new model planned for January 2027.

All medical and pharmaceutical organizations will be required to operate via the DMED Digital Health Platform. Until its full launch, the Ministry of Health's existing e-health system will be used.

Prescriptions and dispensing of prescription medications will be recorded digitally and automatically transferred to the "Electronic Prescription" module. Physicians are required to prescribe medications by international nonproprietary names, with the exception of certain categories of potent drugs, psychotropic medications, and medications participating in the reimbursement program.

According to the scheme, an electronic prescription shall be issued with a QR code and the physician's electronic signature.

The electronic prescription shall include:

  • details of the medical organization and its license;
  • patient information (PINFL, full name, date of birth);
  • diagnosis;
  • medication name, dosage, regimen, and duration of administration;
  • prescription reference number and date of issue;
  • physician details.

Only medications registered in Uzbekistan are dispensed. Pharmacists are required to record the batch number, expiration date, and lot number of the medication dispensed. Physicians, in turn, are able to track the movement of medications online.

Restrictions and Controls

Electronic prescriptions shall not be issued in the absence of a medical indication, for medications not registered in the country (with the exception of orphan drugs), or for anesthetics.

The Ministry of Health and its provincial offices will oversee the correct processing of electronic prescriptions in medical institutions. The Center for Pharmaceutical Product Safety shall be in charge of overseeing their use in pharmacies.

The scheme does not yet apply to certain categories of potent substances and medications containing narcotic and psychotropic components. A mechanism for recording them in the electronic system must be proposed to the government by January 1, 2027.

12,817 types of medicines have been registered in Uzbekistan as of December 9, which will be dispensed on prescription.
