Over 1.16 million needy families in Uzbekistan received a one-time financial assistance payment totaling 1.2 trillion soums in November 2025, the National Agency for Social Protection said.
These funds enabled them to stock up on coal for heating and pay for electricity and natural gas bills.
Socially vulnerable people will receive compensation for the difference between the price of energy resources within the basic consumption norm and above the basic norm, that is, the portion of consumption that exceeds the basic norm: for electricity – up to 150 kWh per month, for natural gas – up to 250 cubic meters during the heating season (150 cubic meters in the months outside the heating season).
Since May 1, 2025, 562,900 needy families have received compensation payments for electricity and natural gas bills in excess of the basic norm totaling 41.6 billion soums. Of these, 30 billion soums were contributed to compensate for electricity costs, and 11.6 billion soums for natural gas.
During the 2024-2025 heating season, 207,962 needy families received compensation payments for electricity and natural gas consumption above the basic standard, totaling 23.3 billion soums.
According to the presidential decree, the period during which the government will compensate those in need for this difference is set from May 1, 2025, to April 1, 2027.
Families eligible for compensation include those who:
- receive child benefits or financial assistance through the Unified Social Security System (with an income of less than 669,000 soums per person per month);
- are included in the register of low-income families (with an income of less than 1.155 million soums per person);
- not included in the registers but recognized as needy (property is limited and per family member income is less than 1 million soums);
- have an income no higher than 1.5 times the minimum consumer expenditure per family member (1.003 million soums).
