He was born in 1962 in Shavat district of Khorezm region.
Nationality - Uzbek.
In 1988 he graduated from the Tashkent Institute of Railway Transport Engineers, the department of mechanical engineering.
He began his career in 1980 as an assistant locomotive driver at Urgench city locomotive depot. After graduating in 1988, he worked as a foreman, deputy chief of locomotive division and chief of repair shop of the Tashkent locomotive repair plant.
In March 1995, he was appointed Director General of UE UzJelDorRemMash
In May 2001 he was appointed general manager, chief engineer of Uzbekistan Railways.
Since 2002, he has served as chairman of Uzbekistan Railways. His awards - in 2000 state award - Honored Industry Worker of the Republic of Uzbekistan, in August 2007, order -Fidorkorona Hizmatlari Uchun (transl. For Selfless Service), in August 2011 order - El-yurt Hurmati (Respect of Motherland), in 2013 title - O'zbekiston Kahramoni (Hero of Uzbekistan).
