Former Karshi city mayor Jamshid Fozilov was detained in a nespecially large scale embezzlement case, by the press service of the Kashkadarya province prosecutor's office.

According to the agency, Jamshid Fozilov, while working as the Karshi city mayor from July 9, 2016 to October 26, 2019, “deliberately abused the official powers.”

In particular, he allegedly entered into a criminal conspiracy with members of the permanent commission for consideration of issues of ownership, use and lease (sale) of land plots under the Karshi city mayor’s office/deputy mayor in charge of construction U. Avazov, chief legal adviser of the office Sh. Bukharov, the city chief architect Sh. Boronov, head of the department of the Chamber of State Cadastres M. Khushov and others for "illegal transfer of land plots and other infrastructure facilities in Karshi on the basis of forged documents."

As a result, reportedly, in 2018-2019, in 54 cases, "members of a criminal group" allegedly made decisions on the illegal acquisition of land with a total area of 463.2 thousand sqm (46.3 hectares) and worth 60.5 billion soums without auctions, which led to theft. To do this, they reportedly referred to the resolutions of the Cabinet of Ministers, which had become invalid, or documents prepared with the inclusion of knowingly false information and records that are not the basis for the decision.

On October 20, the Karshi City Criminal Court rejected the prosecutor's office's request for a preventive measure in the form of detention and applied house arrest against the ex-mayor.

In response, the prosecutor of Karshi filed a protest with the appellate instance of the provincial court for criminal cases, which on October 22 overturned the decision of the court of first instance and issued a decision to place Jamshid Fozilov in custody.
