On June 29, Prime Minister Abdulla Aripov signed a resolution banning the involvement of citizens in mass events through the free distribution of various goods.

The Resolution has prohibited to call to mass events offering free food, goods, inventory items or their sale at “excessively low” prices as part of advertising, promotions and other purposes.

The Ministry of Internal Affairs and the National Guard have been instructed to enhance supervision over the implementation of this requirement by organizers of mass events and facility administrations, as well as to bring them to administrative responsibility if the rules are violated.

Earlier on June 1, on the occasion of International Children’s Day, a promo was announced in the Ashgabat park in Tashkent to distribute 20 thousand soft toys for free. This led to the formation of 10-magnitude traffic jams on many streets; about 40 thousand people gathered in the park. The director, his deputy and the chief of the park's advertising department were arrested for 15 days for violating the rules for holding mass events and other violations.
