Saidahmad Sultanov, former deputy governor of Namangan province in charge of construction, communications, development of communications, ecology and landscaping, was sentenced to 7 years and 6 months in prison. The ruling on the criminal case was issued on August 13 by the Turakurgan district court.
Saidahmad Sultanov was arrested on December 16, 2023.
According to the verdict, Saidahmad Sultanov gave verbal orders to carry out work on the construction of several internal roads in the province without holding tenders and drafting design estimate documents.
In particular, 5.4 billion soums were provided to the construction and improvement of a road in the Turakurgan district.
During the construction of the road at the Namangan Smart City facility, 1.2 billion soums were embezzled, in the Yuksalish-2 Yoshlar small industrial zone - 5.4 billion soums, 1.4 km of the road leading to the Yuksalish MPZ - 3.2 billion soums.
In these four cases, Sultanov hande over these road construction contracts without the appropriate documents to Namangan Qurilish Design Savdo company and facilitated the timely financing of the work. In exchange for this, he received 50 thousand dollars from the company's director as a "kickbak".
In addition, while working as the head of the provincial construction department, he instructed to accept two unfinished multi-story buildings, thereby causing particularly large-scale damage to the interests of the state, the ruling added.
In 2023, he instructed the head of the provincial department of the Engineering Company for the construction of water supply and sewerage facilities to receive 15 thousand dollars each (a total of 30 thousand dollars) from the directors of Stroy Melio Montazh and Nasos Tamir companies to sponsor the football club Navbahor (Namangan). This money was not transferred to the club, but was spent on personal needs.
While, the investigations found established that Saidakhmad Sultanov, being the head of the provincial construction department from 2018 to 2020, embezzled more than 225 million soums of budget funds.
The court found him guilty of committing crimes under Theft by misappropriation or embezzlement on an especially large scale, Fraud on an especially large scale, Abuse of power or official authority causing especially large-scale damage charges of the Criminal Code and was sentenced to 7 years and 6 months of imprisonment with deprivation of the right to hold leadership and financially responsible positions in state-owned organizations, including the governor office system for 3 years.
