The Legislative Chamber at its meeting on July 15 passed amendments that provide for new obligations for farmers to use agricultural land.

The amendments had proposed to amend the Tax Code and the Administrative Liability Code. In particular, it had proposed to designate the Quarantine and Plant Protection Agency as an authorized body that would keep records and control over the sowing of relevant agricultural crops or the production of products at the edges of fields, in areas around canals, irrigation and drainage networks.

According to the document, failure to sow or manufacture of goods in such areas by April 1 annually, agricultural producers are required to pay a land tax of three times the amount for all agricultural lands they own (and not just the edge of the field).

In addition, amendments may be made to Article 65 of the Code of Administrative Liability. In particular, it had proposed to fine users, lessees and sub-lessees of agricultural land plots who fail to perform obligations for sowing and manufacture of goods on the edges of fields, areas around canals, irrigation and collector-drainage networks in the amount of 5 to 7 basic calculation units (BCU) (from 1.87 million to 2.625 million soums), and officials - from 7 to 10 BCUs (from 2.62 million to 3.75 million soums).

Also, farmers may stop receiving financing from credit resources for agriculture if they violate the proposed requirements.
