The president Mirziyoyev signed a decree assigning more independence in decision-making to ministries and departments, his spokesman Sherzod Asadov said Tuesday.

The decree expands the powers of the ministries and departments, reduces bureaucratic procedures and increases the proactivity of government agencies.

The departments will be entitled to independently pass regulations acts within the limits of their authority to regulate the relevant areas (currently they develop draft documents and coordinate them with other ministries and departments, then with the Ministry of Justice, the Cabinet of Ministers or the Presidential Administration). At the same time, a list of issues subject to regulation by government resolutions, departmental acts and acts of local government bodies will be established.

The procedure for state registration of departmental acts in the Ministry of Justice will also be modernized. In particular, it provides for the possibility of finalizing and editing draft documents, as well as including in them legal provisions required to bring them into compliance with international standards.

The same decree stipulates that all regulations and drafts will be developed on the basis of scientific research by analytical institutes under the Presidential Administration (PA), taking into account the recommendations of scientists, local and foreign experts.
