The president Mirziyoyev signed s decree Monday zeroing the excise tax for imported polyethylene granules and customs duties for primary forms of ethylene and propylene. The move is reportedly aimed at supporting local enterprises manufacturing goods with high added value from ethylene and propylene.
As per the decree, from September 1, 2025 to January 1, 2028, a zero excise tax rate will be in effect on polyethylene granules (currently 10%) that are not manufactured locally and imported as per the list approved by the decree.
Import duties on the of certain primary forms of ethylene and propylene polymers (HS codes 3901 10 900 0, 3901 30, 3901 40, 3902 10 000 0), which is 5% now, will also be reduced to zero until 2028.
In parallel, the Customs Committee and the Agency for Technical Regulation, based on the ex-officio principle, shall take measures against the import of low-quality and counterfeit flexible packaging into the country - polyethylene and polypropylene films, non-woven materials, bags, big bags and other products.
Furthermore, the decree orders to, by October 1, to draft proposals to create equal conditions with imports in taxation of excise tax for local manufacturing enterprises.
