The President Shavkat Mirziyoyev noted the need to further boost the pro-activeness, accountability and authority of leaders in the timely and high-quality implementation of reforms in a government meeting Friday.
In an interview with the Uzbekistan 24 TV channel, Minister of Justice Akbar Tashkulov underscored that nowadays a significant number of regulations are being drafted and adopted within the Cabinet of Ministers, while the role of ministries and departments is limited to executing.
“Therefore, their accountability is respectively inexistent,” Tashkulov stressed.
As per the presidential decree, ministries and departments that are implementing government policies in their respective areas shall be entitled to adopt departmental regulations.
“They will be provided the right to independently make decisions within their relevant areas without waiting for directives from the government or the president. This will reduce the load of work of the government by about 30%,” the minister added.
According to Tashkulov, specific areas in which powers shall be distributed between the Cabinet and the ministries should be enshrined in law. All this will contribute to the development of policies in the relevant sectors," he concluded.
The procedures for the adoption and registration of such documents are planned to be simplified, and with the timeframes to be halved.
Back in mid-July, the presidential press service reported that ministries and departments would get more independence in decision-making. Government agencies will be able to adopt regulations within the limits of their authority to regulate areas - without unnecessary bureaucracy. It was noted then that the Ministry of Justice will allow editing of documents and inclusion of norms that comply with international standards.
