On August 29, President Shavkat Mirziyoyev signed the Measures to strengthen the relationship between representatives of the people and voters in the context of improving the initiative budget processes Decree.
Fifty-firty
From February 1, 2026, Initiative-Based (Proactive) Budget projects will be financed through partnership between Government and the public.
If residents voluntarily undertake to bear half of the costs, then this project will be declared winner within the Initiative-Based Budget, while the remaining 50% will be covered from the republican budget.
From September 1 of this year, the restriction for neighborhoods that have won initiative budget competitions twice in a row will also be lifted. The exception will apply:
- for districts and cities with 15 or fewer neighborhoods;
- for projects financed on the basis of a partnership between the state and the population.
Selection by MPs
The Decree provides for new mechanisms to support the proactiveness of MPs of the Legislative Chamber in addressing social issues in the provinces.
From January 1, each MP will be able to choose two projects (one in each season) that did not become winners within the Proactive Budget, but have important social significance.
A separate page for projects financed at the initiative of MPs will appear on the portal, where an open list of such initiatives will be recorded.
For these purposes, an amount equivalent to 8,000 times the base calculation amount (about 3.3 billion soums) for each deputy will be annually allocated in the budget.
A parliamentary commission consisting of 11 MPs will be created in the Legislative Chamber to coordinate these processes and parliamentary control over the financing and implementation of projects.
By November 1, the Ministry of Economy and Finance, together with the Ministry of Digital Development, will launch an interactive map of the winning projects on the portal.
The 2026 draft budget will provide 1 trillion soums for proactive projects: 494 billion soums for MPs’ initiatives, 506 billion soums for projects based on the partnership model.
In the future, the ministry will provide funding in the same manner.
In the end of the second season of the Initiative Budget project, which ended on September 1, nearly 11.14 million votes were cast, which determined 2,332 winning projects. 3.2 trillion soums will be provided for their financing.
