A number of MoMs regulating the water and energy balance in the region were signed following a trilateral meeting of power and water management departments of Kazakhstan, Kyrgyzstan and Uzbekistan in Cholpon-Ata (Kyrgyz Republic).

The key MoM records the obligations of the parties to ensure water releases from the Toktogul reservoir in exchange for power supplies from Kazakhstan and Uzbekistan to the Kyrgyz Republic. The conditions for the transit of power from the Russian Federation to Kyrgyzstan through the energy systems of Kazakhstan were also agreed upon. These measures are aimed at maintaining the required water level in the reservoir and providing irrigation water to the southern regions of Kazakhstan during the upcoming growing season.

Bilateral negotiations were also held during the visit. A MoM was signed with Kazakhstan on the supply 900 million kWh of power to Kazakhstan in the period from March to December 2026. This volume is intended to cover the projected deficits in the southern energy zone of Kazakhstan during repairs at power plants.

The reached deals make it possible to reduce risks in the upcoming autumn-winter period and provide predictable conditions for water accumulation for the next growing season, which is a key factor for the agricultural sector of the whole region.
