Uzbekistan will switch from “ineffective” methods of raising the legal culture and awareness of the public, such as round tables, meetings and webinars to proactive forms, the September 8 Presidential Decree said.
Priority will be given to the use of AI, automation of functions and process optimization, saving time and financial resources of government bodies, as well as their focus on high performance.
A targeted dissemination of legal information to the public is envisaged by studying the actual demand and needs for such information.
The decree stipulates that from February 1, 2026, legal information will be disseminated based on the principle of “proactive regulation in the form of smart propagandathrough the Lex.uz National Legislation Database.
Lex.uz will be integrated with the Portal of Electronic Governmental Services of Tax Authorities and the Unified Portal of Interactive Governmental Services (UPIGS and will send them links to new and necessary regulations with the consent of users. In the case of UPIGS, this is planned to be done based on an automatic analysis of the services that people have used or may use in the future.
It is planned to implement the principle of “Legal propaganda begins with a draft”, which implies sending individuals and legal entities information on the content of drafts that provide for the regulation of the most important issues for the public and businesses, as well as links to draft documents for discussion.
The Ministry of Justice has been given a directive to open an Adliya TV page on popular video hosting platforms. There, podcasts will be held to explain new important regulations, especially laws, in “understandable and accessible language”. It is planned to publish videos, infographics, questions and answers and other materials on the most frequently encountered in everyday life and current legal issues of the public "in a clear, interesting and accessible form based on age, profession and social status." In addition, live interactive broadcasts will be regularly organized with the participation of citizens and business entities, aimed at finding answers to everyday legal issues of interest to them.
From January 1, 2026, Lex.uz will have to be integrated with the E-Qaror (decision)and E-Kengash (Council) systems for direct posting of decisions of local government bodies in the National Legislation Database.
