A number of changes to regulations and other novelties will take effect in Uzbekistan from November 1. Over 2100 management positions in government bodies to be cut:

2141 management positions will be cut in ministries and departments of Uzbekistan. The largest number of cuts will be in the Tax Committee and the Ministry of Water Resources. 16 positions of deputy heads in committees, bodies, and inspections will also be abolished.

Information on the Unified Portal of Public Services will be equated to paper documents

Information on individuals on the Unified Portal of Public Services is considered equivalent to its paper form. Government bodies will be prohibited from requiring paper forms of this information if it is presented through the MyGov mobile app.

Solo entrepreneurs and self-employed can register online

Solo entrepreneurs and self-employed individuals will be able to register online using online biometric verification and SMS confirmation to their phone.

Installing gas cylinder will no longer require replacing vehicle technical passports

Drivers in Uzbekistan will no longer need to replace their technical passports when installing a gas cylinder in their car. Permission to install the cylinder can be obtained online through the Unified Portal of Public Services.

Census of certain categories of the population to commence

The early stage of the population census, which is planned for January-February 2026, will begin in November. It will include certain categories of the population: disabled and elderly people living in "Sakhovat" and "Muruvvat" homes, orphans, military personnel and their families living in military towns, prisoners in correctional institutions, employees of diplomatic missions, patients permanently residing in medical institutions, as well as those living or studying in religious institutions. A system for passenger customs declarations will be implemented at all border crossings

The Yoʻlovchi bojxona deklaratsiyasi (Passenger Customs Declaration) system will be implemented at all border crossings, and the Yoʻlovchi-deklaratsiyasi ("Passenger Declaration") mobile app will also be launched. Passengers will be able to fill out a customs declaration for imported goods and currency in advance and online. The application includes a function for scanning IMEI codes of mobile phones, which avoids the need for manual entry of 15-digit codes.

Employers will be required to reserve jobs for socially vulnerable individuals

From November 1, business entities will be required to reserve jobs exclusively for:

  • persons with disabilities;
  • persons affected by domestic violence;
  • members of families included in the Register of Poor Families;
  • orphans and children left without parental care.

However, the mandatory reservation should not exceed 3% of the total number of employees.

New rules for appointment and payment of unemployment benefits to be introduced

Unemployment benefits will be paid exclusively to persons whose employment contract has been terminated. In this case:

  • unemployment benefits are paid to persons who have worked for at least 18 months in the last five years and applied for them within six months after the termination of the employment contract – for 3 months based on their average monthly salary for the last 18 months;
  • payments are made in the first month at 75% of the average monthly salary, but not exceeding 3 times the minimum wage, in the second and third months - at 50% of the average monthly salary, but not exceeding 3 times the minimum wage;
  • for repeated appointment of unemployment benefits, an additional work experience of at least 12 months is required after the end of the period of receiving the initially assigned benefit. If a individual fails to attend interviews arranged by employment bodies or refuses suitable work, payments will cease from the first day of the following month.

System of professional vouchers for training and retraining to be introduced

A procedure for issuing professional vouchers for obtaining additional education for employees wishing to improve their qualifications and retraining in various professions is being implemented.

The professional voucher is provided as a loan. After completing training, receiving a certificate, and starting work, the person who used the loan must repay it to the State Employment Promotion Fund (with the exception of persons with disabilities and members of families included in the Register of Poor Families) within two years.

Commission on Corporate Ethics will begin activities

A Commission on Corporate Ethics will be established as part of the Public Council for Support of Entrepreneurship under the President of Uzbekistan. The main tasks of the commission are defined as:

  • providing legal entities, in particular business companies, with recommendations on issues of corporate ethics;
  • assisting in resolving disputes related to violations of corporate ethics.

Mobile operators and banks will be able to provide paid government services through their applications

Mobile operators, commercial banks, and payment organizations will be able to provide paid electronic government services on the Unified Portal of Interactive Government Services through their mobile applications.

Startup projects will gain access to data from the Digital Government 

Startup projects participating in the "Digital Startups" program or the Central Bank's "regulatory sandbox" are given the opportunity to use the Digital Data Platform of the "Digital Government" system free of charge for up to one year, subject to information security requirements and established procedures.

In addition, foreign specialists who are residents of IT parks and have received a personal identification number to be allowed to open bank accounts and virtual bank cards online

Businesses will receive loans up to 10 billion soums to reach a new level

The Development Company is implementing new measures of financial support for businesses. Loans up to 10 billion soums will be allocated through commercial banks for projects in the production and services sectors to help enterprises grow to the level of "champion entrepreneurs."

In addition, refinancing of loans up to 500 million soums, previously issued by commercial banks for micro-projects of small businesses in the production, services, and "green" economy sectors, is provided. The interest rate on such loans is reduced to 6%. Support is provided to entrepreneurs who have been operating for at least one year, have at least two employees, and plan to create five or more new jobs.

New timelines for concluding futures and forward contracts for cotton

Starting with the 2025 cotton harvest, futures contracts between farms and processors will be concluded from November 1 of the current year to June 1 of the following year at a price freely formed on the exchange, but not lower than the announced starting price.
