The president signed a Decree on October 30 reorganizing the Strategic Reforms Agency under the President of Uzbekistan into the Strategic Development and Reforms Agency.
The Agency is the authorized government body for regulating strategic planning and development system, drafting specific mechanisms aimed at its effective implementation, and preparing draft strategic planning documents.
The Agency has been vested additional tasks:
- drafting proposals and initiatives aimed at collecting and systematically analyzing data on the development of industries and provinces, as well as the effectiveness of international cooperation;
- methodological support to ministries and departments in the preparation of draft strategic documents and methodological recommendations;
- improvement of the strategic planning system taking into account international experience and priorities of state policy;
- coordination of the work of ministries, governor and mayor offices (local administrations) and the Council of Ministers of Karakalpakstan on the development, implementation and monitoring of strategic documents;
- verification and analysis of submitted reports on the implementation of strategic programs;
- monitoring the achievement of the goals stipulated in strategic planning documents.
The decree introduces, from November 1, 2025, a system of strategic planning and development, including the development, implementation, monitoring and evaluation of documents of strategic importance based on the "goal-action-result" chain.
Strategic Planning Documents
A hierarchy of strategic planning documents has been established. First-level documents are adopted in concepts for a period of more than 7 years. They define priority areas related to the formation and implementation of national policies in the socio-economic and socio-political development of the country and its provinces, as well as conceptual approaches to management. Concepts are usually approved by laws and serve as the basis for the development of strategies.
The second level is strategies. These documents are aimed at achieving specific goals and indicators at the national, industry and provincial levels. They are developed for a period of 4 to 7 years and approved by presidential decrees.
The third level is programs (roadmaps, action plans). These include detailed measures for implementing strategies, adopted for a period of 1 to 3 years by decrees of the president or the Cabinet of Ministers.
Among the key objectives of the strategic planning and development system are:
- creating a sustainable mechanism for developing and evaluating strategic documents;
- ensuring their hierarchy and consistency;
- defining the functions and responsibilities of ministries, departments, governor and mayor offices (local administrations);
- implementing monitoring and evaluation based on specific, transparent, and measurable indicators;
- training a new generation of specialists in the field of strategic planning.
Employees of strategic planning units of ministries, departments, and will undergo training at the Academy of Public Policy and Management at least once a year.
Coordination Council
In addition, the Coordination Council for the Organization of the Activities of Analytical and Research Structures is being reorganized into the Coordination Council for Strategic Planning and Development. It will coordinate the activities of ministries and departments, governor, mayor offices, as well as state analytical centers and research institutions in the field of strategic planning and development. It is headed by the President's advisor on strategic development, Sardor Umurzakov.
The Agency is the working body of the coordination council.
The decree has outlined the following tasks to the Coordination council:
- analysis of current problems and challenges in the socio-economic, socio-political, technological, humanitarian, environmental and other spheres, development of proposals for their solution, as well as the formation of ideas and initiatives for the strategic development of the country;
- coordination of the development and expert review of strategic initiatives in terms of ensuring compliance with the "Uzbekistan - 2030" strategy, concepts, strategies and programs ("roadmaps", action plans).
Chiefs of the structural divisions of ministries and departments for strategic planning, as well as the information and analytical groups of the governor, mayor offices and the city of Tashkent, are granted the status of advisor to the head of the respective department. In addition, the creation of a digital platform (dashboard) for planning, monitoring, and analyzing key performance indicators (KPIs) of strategic documents is envisaged.
The Strategic Development and Reforms Agency has been instructed to draft, within two months, a draft presidential decree that will define the procedure for strategic planning, interaction between government agencies, and the implementation of digital monitoring tools.
Starting in 2026, the list of strategic reform projects will be annually included in the state program for the implementation of the Uzbekistan - 2030 Strategy.
The Agency for Strategic Reforms under the President was set up in September 2022 in place of the Agency for Strategic Development.
