Today the president signed Additional measures to expand non-cash payments and reduce the ratio of the shadow economy Decree, the Ministry of Justice said. It stipulates that starting April 1, 2026, payments for some goods and services will be accepted only in non-cash form:
- services provided by government bodies;
- electricity, natural gas, and drinking water bills;
- alcoholic and tobacco products at retailers;
- oil and gas products at gas stations, as well as electric vehicle charging services;
- goods and services valued at over 25 million soums;
- real estate, as well as vehicles of categories M, N, O, and G (manufactured not earlier than 10 years ago), including special equipment.
Payments between sellers and buyers under real estate sales contracts will be conducted through electronic data exchange between the information systems of banks and notaries (with the exception of payments through bank teller offices).
When contracts are notarized, payment information transmitted electronically by banks and payment institutions shall be deemed as proof of payment.
According to the decree, two key targets have been set by 2030:
The ratio of the informal economy relative to GDP should be reduced by 1.3 times;
The artoi of non-cash payments in retail trade and services should be increased to 75%.
