The 2026 State Program, approved by the president Mirziyoyev on Monday includes an item on modernization of road infrastructure, from building international-standard highways to repairing internal streets in neighborhoods.
4,000 km of roads to be elevated to autobahn standard
The government has set the goal of upgrading 4,000 km of highways to international standards (autobahns). This includes upgrading the highways connecting Andijan with Kungrad, Tashkent with Termez, Samarkand with Shakhrisabz, and Alat with Sariosiyo.
This is expected to increase the country's transit potential and improve the quality of roads.
Tashkent to Samarkand toll road project is scheduled to begin. A foreign partner is expected to be hired by March 15, and an agreement is expected to be signed by September. Construction is scheduled to begin on December 1, 2026.
The phase II of the tender for the Tashkent-Andijan toll road project will be held on July 1. Furthermore, road reconstruction will begin on Karshi-Shakhrisabz-Kitab and Pungan-Namangan routes, along with an additional 1,200 km of highway.
The items stipulates the reconstruction of the A-373 Gulistan-Buka-Angren-Kokand-Andijan highway (0-37 km) with funding from international financial institutions.
Local and internal roads will be erected using cement concrete pavement. This is expected to improve the durability of the roadway and reduce repair costs.
In Karakalpakstan and the Bukhara, Kashkadarya, and Surkhandarya provinces, 220 km of international and national roads and 80 km of local roads are planned to be repaired. The upgraded roads are expected to be able to withstand axle loads of up to 13 tons.
Overall, more than 190 km of public roads will be repaired under the provincial programs. The reconstruction and repair of more than 30 bridges is also planned.
Internal Streets of Mahallas and Truck Restrictions
A separate section of the program concerns roads within mahallas. Funds from Mahalla Budget fund and other sources will be used for gravel paving and repair of internal streets. Specifically, gravel paving is planned for 329 mahallas.
Furthermore, road conditions and population density will be studied for the possible introduction of a ban on heavy trucks on internal streets where this damages the asphalt and poses a safety hazard.
