Plans are underway to fast-track the construction of two new metro lines: "Tekhnopark–Yangi Toshkent" and "Pushkin–TTZ." The Ministry of Transport has released a draft decree on the matter for public discussion.
According to the proposal, the "Pushkin–TTZ" line will stretch 11 kilometers, featuring 10 stations and a dedicated maintenance depot. The "Tekhnopark–Yangi Toshkent" line will cover 21 kilometers, incorporating 9 stations and its own maintenance depot. For both projects, the state institution "Directorate for the Construction of New Tashkent City" under the Cabinet of Ministers has been designated as the primary client.
The construction and assembly of these new Tashkent metro lines are scheduled to be executed using the fast-track method, a project delivery system designed to accelerate development by overlapping design and construction phases. Additionally, all construction work will be carried out in strict accordance with European Union urban planning codes and standards (Eurocodes).
The first phase of construction on the "Tekhnopark–Yangi Toshkent" line is scheduled for completion in 2026, with the entire project set to be fully commissioned by September 1, 2028.
To facilitate construction, the urban bus routes currently serving the TTZ terminal will be temporarily relocated to two separate locations. A temporary terminal will be set up at the intersection of Qadrdon and Gulsanam streets to absorb a portion of these routes, while the remaining routes will be redirected to the former bus terminal site on Buyuk Ipak Yuli Street.
Meanwhile, all regional buses and minibuses arriving from the Tashkent province that usually stop at the TTZ terminal will terminate at the Qibray bus station. To ensure seamless travel into the city for regional commuters, a new connecting bus route will be launched from the Qibray station straight to the city's metro network. This new route will operate under a gross-cost contract model, and the private operator will be selected via an electronic tender within a month.
Plans to extend the Tashkent metro to the Tashkent Tractor Plant (TTZ) residential area were first announced in 2021. The president initially ordered a review of the proposed designs and requested alternative solutions. By March 2025, officials confirmed the plan to build 10 metro stations stretching from the "Buyuk Ipak Yuli" station to the TTZ neighborhood.
Additionally, in May 2026, plans were unveiled for the potential construction of the "Mingovrik–Chilonzor Clothing Market" metro line. The feasibility of this project is being evaluated in two phases: the first stage covering the "Mingovrik–South Station" section, and the second stage linking "South Station" to the "Chilonzor Clothing Market."
Furthermore, under the president’s Additional measures to increase the efficiency of the Tashkent metro system Decree, park-and-ride parking lots will be built adjacent to metro stations. The decree also envisions transitioning to a distance-based or station-based fare system, alongside introducing targeted transport discounts for specific student and vulnerable demographics.
