A former investigator in the Namangan province has been sentenced to prison for forging evidence in a sexual assault case. According to court document, D.O., who served as a senior investigator with the Davlatobod District Police Department, issued an unlawful ruling regarding a female victim's report.
Case records show that on March 14, 2025, a woman identified as D.K. filed a complaint with law enforcement, stating that a man had forced her into sexual intercourse through physical violence. A subsequent forensic medical examination documented various bodily injuries and physical marks indicating a sexual assault. Despite this evidence, the investigator concluded that the suspect's actions lacked the elements of a crime and refused to initiate a criminal case.
The investigation into the official revealed that D.O. fabricated an explanation letter under the suspect's name, inserting false claims that the victim had consensually agreed to sexual intercourse. A handwriting analysis later proved that the writing and signatures on the document did not belong to the suspect.
Furthermore, the former investigator drafted another document falsely claiming that the district prosecutor's office had reviewed and upheld his refusal to launch a criminal investigation. To achieve this, he forged the electronic signature of the deputy prosecutor. When the prosecutor's office eventually overturned the refusal and returned the materials for an additional review, D.O.—fearing exposure—personally retrieved the case file from the prosecutor's office and intentionally destroyed the documents.
The case files emphasize that because immediate action was stalled, the dangerous repeat offender, V.V., remained at large. Shortly thereafter, in June 2025, he sexually assaulted a 13-year-old minor, and in July, he raped another woman after threatening her life. Following these subsequent crimes, V.V. was arrested and sentenced to nine years in prison.
Concurrently, the Namangan City Criminal Court found the former investigator, D.O., guilty of abuse of power, official forgery, and falsifying evidence, sentencing him to 3 years and 1 month in prison. Upon appeal, the Namangan Regional Court dropped one charge from the indictment, adjusting the former investigator's final sentence to 3 years and 25 days.
