Starting August 1, 2026, vehicle release permits from impound lots in Uzbekistan will be issued electronically through the Jarima Maydonchasi (Impound Lot) system and verified via QR codes. This mandate is outlined in a Cabinet of Ministers resolution passed on July 2.

According to the document, authorization within the system will be confirmed by the law enforcement body or official handling the administrative case, as well as the enforcement agency. Within two months, the Ministry of Internal Affairs, alongside the Tax Committee and the Ministry of Digital Technologies, must integrate the system with tax information networks via the e-government interagency platform.

Tax databases will automatically pull profile information on the entities managing these impound lots, including their corporate names, taxpayer identification numbers (TIN), and addresses. Additionally, the system will track real-time vehicle data, capturing the make, license plate number, entry and exit times, and the total storage fees collected.

The resolution requires all impound lots to be equipped with surveillance cameras and license plate recognition technology linked directly to the centralized system to monitor all incoming and outgoing vehicles. Operators must track impounded vehicles, services rendered, and payments through the Jarima Maydonchasi platform, ensuring financial data automatically populates into tax systems.

Failing to maintain these records, releasing a vehicle before the underlying violation is resolved, or illegally using an impounded car will be treated as official violations. Such actions will trigger a contractual penalty of 20 base calculating quantities (BCQ), which amounts to 8.24 million soums (increasing to 8.8 million soums starting September 1). A repeat offense within a year will result in the immediate termination of the operator's contract with the Road Traffic Safety Service.

While the electronic permit system goes live in August, the strict regulatory enforcement and penalty clauses for operators will take effect three months post-publication, starting October 6, 2026. As a reminder: Vehicle owners can submit vehicle release applications digitally. This free service was scheduled to launch on the MyGov portal, the traffic safety app, and at public service centers.
