On February 22, the Cabinet of Ministers issued a resolution, which invalidated 1,887 government decisions issued between 1990-2020. In 2020, a presidential decree was adopted, which canceled about 500 documents.

“The voided documents are those that have lost their relevance, contain one-time rules or are intended to be executed within a certain period of time,” explains the press service of the Ministry of Justice, which initiated the “regulatory guillotine” in 2019.

The National Database of Uzbekistan Legislation (Lex.uz) currently contains more than 35 thousand regulations. A large number of by-laws leads to duplication, discrepancies and inaccuracies in the legislation. This complicates law enforcement practice, causing inconvenience in their use.

“You need to look through hundreds of documents to understand this or that issue,” the Ministry of Justice notes.

The main goal of reducing legislation is to eliminate unnecessary bureaucratic procedures, reduce the regulatory burden on business, help get rid the legal framework of irrelevant and outdated documents and ultimately facilitate the use of legislation by citizens and businesses, the report said.

Now the ministry has begun the second stage of systematization of legislation, which involves the consolidation of legislation by industry. The presidential draft Measures for comprehensive systematization of the national legislative base decree was presented for discussion.
