Firms belonging to the son and brother of the Jizzakh province governor, Ergash Soliev, are involved in the several projects in the province.

The November 9, 2020 government resolution had approved investment projects, which are planned to be implemented in Zaamin district of Jizzakh province in 2020-2022.

Among the investors is AAA Company, which is involved in a tourist recreational complex project. A joint venture with an authorized capital of 1.6 billion soums was registered on March 16, 2018 in the Sharaf-Rashidov district of the province. Shukhrat Kushbakov is named as the CEO, while Elbek Soliev (10%), the governor’s son, and AAA Investment Company (90%) are the founders.

The project cost is estimated at 14 billion soums, or US$ 1.3 million, of which 7 billion soums are the company's funds, 5 billion soums are NBU loan and US$ 200,000 are foreign investments. It is reported that the mayor’s decision to allocate land plot was made back in 2019.

Also, the company expressed interest in an animal husbandry project. The district mayor allocated a land plot in the same month when the joint venture was registered.

According to an advertising material published in the media, in March last year, AAA Company presented a bowling center and a 3D cinema project, which were built in Uchtepa mahalla in Sharaf-Rashidov district. The project, worth 13 billion soums, was financed by a loan from the NBU.

AAA Investment Company was registered in Russia with an authorized capital of 1 million rubles on February 22, 2018, and its wholly owned by Shavkat Soliev, the governor’s brother.

This is not the only business of relatives. They also own stakes in Metan Korea (AAA Investment Company - 90%, Elbek Soliev - 10%), which was registered on March 25, 2018 in the Farish district with an authorized capital of 3.2 billion soums and is engaged in the retail trade of motor fuel in specialized stores.

Shavkat Saliev and Elbek Soliev are also founders of Fish CO with an authorized capital of 2.2 billion soums (99.5 and 0.5%, respectively). The company was registered on May 4, 2011 in Farish district of the province. Its main activity is freshwater aquaculture.

Elbek Saliev owns a share (25%) in Riser Sun, which was registered on November 6, 2020 and is engaged in the construction of residential buildings.

Earlier it was reported that the company My Flower, owned by Nargiz Solieva, the daughter of the Jizzakh province goevrnor, was awarded several contracts for landscaping in Jizzak city last year. The total amount of projects ordered by the "Service of a single customer" of the regional khokimiyat is estimated at almost 4 billion soums.

In addition, as part of an investigation into public procurement, it was revealed that large state orders totaling over 290 billion soums, carried out by the Single Customer Service of the Jizzakh province governor’s office, were received by companies whose founders were affiliates of the former Deputy governor of the province Akram Rakhmonkulov, following which, he was fired. President Shavkat Mirziyoyev said he "betrayed the president's policies." Later, a criminal case was opened against Rakhmonkulov.
