On March 29, a meeting of the National Anti-Corruption Council took place. During the meeting, the steps taken in the public health are and public procurement for the implementation of the Sector With Zero Corruption project was analyzed.

It was noted that more than 10 draft regulations have been developed to regulate these areas. These changes will contribute to limiting the human factor through a wider introduction of information technologies in public procurement, increasing openness and transparency, as well as reducing corruption risks in the field.

In addition, the results of studies of tenders and public procurement in the construction sector held in the provinces were analyzed. In particular, during the implementation of public procurement in 59 construction projects in Jizzakh, Andijan, Navoi and Khorezm provinces, a conflict of interests arose.

Based on the findings, the Anti-Corruption Agency sent 13 submissions to law enforcement agencies, ministries, departments and organizations, sent 25 requests and 3 warning letters. In response to these inquiries, the prosecutor's office opened 14 criminal cases under the relevant articles of the Criminal Code.

Tanzila Narbaeva, Chairperson of the National Council, instructed to expedite the adoption of the conflict of interest law. The Minister of Justice was instructed to develop an appropriate draft law and submit it to parliament within three months.

“For example, there are no mechanisms to prevent conflicts of interest in public procurement, in particular, it is impossible to find out the connection between the customer and his relatives. Also, no criminal liability has been established for violators of the public procurement law,” she said.

The results of work in the healthcare system within the framework of the Sector With Zero Corruption project in Andijan, Bukhara and Samarkand provinces were also studied. It was noted that according to the findings, it was revealed that the system of open competitive recruitment has not been introduced, a unified base of medical qualifications who want to get a job in their specialty has not been formed, also, the study and monitoring activities from 2020 to the present identified financial errors and shortcomings worth over 50 billion soums. Relevant proposals were also made to eliminate these shortcomings and turn both spheres into a sphere without corruption.
