On March 29, the President signed the Measures to develop public-private partnerships in the airport management Decree.

The Decree has introduced reliefs for private partners, in particular, in the implementation for airports reconstruction, modernization, operation and management projects on the basis of PPP, for private partners and the design organizations engaged by them, operators, consultants, contractors and subcontractors shall be relieved from payment for three years of:

  • customs duty for imported special vehicles, road construction equipment, machines, mechanisms, equipment, raw materials, materials, spare parts, components, assemblies, technological and project documentation, software, inventory, including special road construction machinery and equipment to equip construction contractors involved in the implementation of the project;
  • recycling fee for imported vehicles (except for cars) and special equipment;

In addition, within three years, private partners and airports will be able to pay income tax, including withholding on dividend payments, in the amount of 50% of the established rate. The established property tax rate for airports shall also be reduced by 50%.
