The draft 2025 state program includes item on drafting a National Program for Reducing Plastic Pollution for 2025-2027.
In particular, the item has proposed to ban the manufacturing, import and use of plastic bags from 2027, as well as to stimulate the use of ecofriendly (biodegradable) bags.
In addition, it provided for limiting the use of harmful chemicals in plastic products and establish coefficients for the use of recycled plastic in packaging.
The Program is scheduled to be developed by September 2025 and submitted to the Cabinet of Ministers by November 2025.
It also implies the drafting of a bill that will oblige manufacturers and importers of goods in plastic packaging to:
- launch bag return schemes - so that buyers can hand in used plastic packaging;
- set up special points and install equipment for collection and disposal of such plastic.
Or it is proposed to introduce extended obligations to pay a recycling fee for plastic packaging.
Currently, more than 100 countries have adopted full or partial ban on single-use plastic bags. Between 2010 and 2019, the number of state programs aimed at gradually phasing out plastic increased threefold.
From 2027, Kyrgyzstan also plans to ban the production, sale and free distribution of bags made of polymer film and plastic products.
