Digital services for personal documents of individuals will be unified from July 1 as part of the development for the Electronic Government system. According to the government December 27, 2024 Measures to introduce the social card system for social support of the public Resolution this will make it possible to provide a digital copy of several identity-related documents.
The documents mentioned below can be provided through the mobile apps of the Unified Portal of Interactive Government Services (UPIGS, my.gov.uz) or "Social Card" (currently under development).
Electronic (digital) versions of documents, according to the resolution, will be recognized without fail in Uzbekistan.
When digital version is provided, hard versions will not be required in banks, notary offices, airports for registration on domestic flights and on trains on routes within the territory of Uzbekistan.
In addition, paper documents will not be required in government agencies and other organizations when providing government, corporate and other services, including electronic ones, as well as when receiving individuals.
List of documents, digital versions of which will be available in the UPIGS and Social Card mobile apps:
- biometric passport of a citizen of Uzbekistan;
- ID card of a citizen of Uzbekistan;
- driver's license;
- birth certificate;
- marriage certificate;
- divorce certificate;
- vehicle registration certificate (technical passport, coupon);
- pension certificate;
- residence permit (ID card of a stateless person);
- disability certificate;
- insurance policy for compulsory civil liability insurance of vehicle owners;
- certificate confirming higher and secondary specialized education;
- certificate from place of study of a student;
- certificate of registration of a sole entrepreneur;
- certificate of registration as a self-employed person;
- cadastral passport of a residential property;
- power of attorney for individuals to drive a motor vehicle.
