Uzbekistan has enshrined into law a guarantee that businesses can participate in drafting regulations that affect their rights and interests.
Under a law signed August 17, a new Article 182 has been added to the Guarantees of Freedom of Entrepreneurial Activity Law, reading as follows:
Draft regulations that would impose new obligations, requirements, prohibitions, liabilities, or other restrictions on businesses — along with the accompanying regulatory impact assessment — must be discussed directly with the businesses and business associations affected.
Any draft regulation introducing new obligations, requirements, prohibitions, liabilities, or other restrictions on businesses must undergo a regulatory impact assessment. Such regulations may only be adopted once the responsible reviewing bodies have issued their findings on that impact assessment.
Draft regulations affecting the rights and legitimate interests of businesses must be published by the drafting agency on the Portal for Public Discussion of Draft Regulations for public comment, except for drafts containing state secrets or other legally protected confidential information.
Draft regulations affecting the rights and legitimate interests of businesses must also be reviewed by the Public Council for Business Support under the President before the Ministry of Justice conducts its legal review.
The law takes effect on November 18, 2026.
